The aim of the present study is to design a motivation model for vocational school teachers in the Ministry of Education. The research method is applied in terms of purpose, qualitative in terms of data type, and emergent grounded theory in terms of the nature and type of study. The target population consists of experts, from which 15 experts were selected for interviews based on the theoretical sampling method of snowball type and data saturation. The research tool was a semi-structured interview, in which the dimensions, components, and indicators of the motivation model for vocational school teachers in the Ministry of Education were developed. Initially, a number of models, findings, studies, and national and international theories were reviewed to create the interview form. Then, through open coding, the indicators were extracted and categorized into dimensions, components, and indicators using axial coding. These were sent to 15 experts, and using selective coding through interviews, the Delphi technique, and brainstorming, the dimensions and components were identified. As a result, 4 dimensions, 12 components, and 83 indicators were finalized for designing the motivation model for vocational school teachers in the Ministry of Education. After final validation and prioritization by the experts, the dimensions, components, and indicators constructing the model were delineated, and the model was once again validated by the experts.
