تدوین مدل تفکر راهبردی رؤسای فدراسیون‌های ورزشی عراق

چکیده

هدف پژوهش حاضر تدوین مدل تفکر راهبردی رؤسای فدراسیون‌های ورزشی عراق از طریق شناسایی و اعتبارسنجی مؤلفه‌ها و تعیین روابط ساختاری میان آن‌ها بود. این پژوهش از نظر هدف کاربردی و از نظر روش، آمیخته اکتشافی متوالی بود که در سه مرحله انجام شد. در مرحله نخست، ابعاد و شاخص‌های اولیه تفکر راهبردی از طریق مرور منابع و تحلیل محتوای کیفی استخراج شدند. در مرحله دوم، به‌منظور پالایش و اعتبارسنجی شاخص‌ها از روش دلفی فازی استفاده شد. پنل خبرگان شامل 23 نفر از رؤسای فدراسیون‌های ورزشی، مدیران و کارشناسان حوزه ورزش، اعضای هیئت علمی و متخصصان مدیریت ورزشی و راهبردی بود که به‌صورت هدفمند انتخاب شدند. پاسخ‌های خبرگان به اعداد فازی مثلثی تبدیل و با روش مرکز ثقل غیرفازی‌سازی شدند. مقدار 0.50 به‌عنوان آستانه پذیرش در نظر گرفته شد. در مرحله سوم، برای تعیین روابط میان شاخص‌های نهایی از مدل‌سازی ساختاری تفسیری استفاده شد و ماتریس خودتعاملی ساختاری، ماتریس دسترسی اولیه و نهایی، قدرت نفوذ، وابستگی و سطوح سلسله‌مراتبی محاسبه شدند. نتایج دلفی فازی نشان داد از میان 23 شاخص اولیه، 11 شاخص تأیید شدند. فرضیه‌محوری و نقش شمن با مقدار غیرفازی 0.87 بیشترین امتیاز را کسب کردند و دیدگاه سیستمی و جست‌وجوی پرسش‌های ناگفته با مقدار 0.80 در رتبه بعد قرار گرفتند. نتایج مدل‌سازی ساختاری تفسیری نشان داد دیدگاه سیستمی با قدرت نفوذ 11 و وابستگی 1 بنیادی‌ترین عامل مدل بود، در حالی که ایجاد چرخه‌های زاینده و پاینده با نفوذ 1 و وابستگی 11 بیشترین تأثیرپذیری را داشت. مدل نهایی در 10 سطح شکل گرفت و عزم راهبردی، نقش شمن، تفکر در زمان و فرضیه‌محوری به‌عنوان عوامل واسطه‌ای مهم شناسایی شدند. تفکر راهبردی رؤسای فدراسیون‌های ورزشی عراق ساختاری سلسله‌مراتبی دارد که از دیدگاه سیستمی آغاز شده و از طریق قابلیت‌های رهبری، زمانی، فرضیه‌محور و موقعیتی به ایجاد روابط برد-برد و چرخه‌های پایدار ارزش‌آفرینی منتهی می‌شود.
