شناسایی و اعتبارسنجی ابعاد آمایش سرزمین در توسعه نظام آموزش فنی و حرفه‌ای: مطالعه موردی منطقه آزاد چابهار

چکیده

هدف پژوهش حاضر شناسایی و اعتبارسنجی ابعاد و مؤلفه‌های آمایش سرزمین مؤثر بر توسعه نظام آموزش فنی و حرفه‌ای در منطقه آزاد چابهار بود. پژوهش حاضر از نظر هدف، توسعه‌ای–کاربردی و از نظر روش، آمیخته با طرح متوالی اکتشافی بود. در بخش کیفی، ابتدا مرور نظام‌مند منابع انجام شد و سپس با ۳۰ نفر از خبرگان حوزه‌های آمایش سرزمین، آموزش فنی و حرفه‌ای، توسعه منطقه‌ای و حوزه‌های مرتبط، مصاحبه نیمه‌ساختاریافته صورت گرفت. یافته‌های کیفی برای تدوین پرسشنامه محقق‌ساخته ۴۲ گویه‌ای مورد استفاده قرار گرفت. در بخش کمی، ۳۸۴ نفر از ذی‌نفعان نظام آموزش فنی و حرفه‌ای منطقه آزاد چابهار با روش نمونه‌گیری طبقه‌ای–خوشه‌ای چندمرحله‌ای انتخاب شدند. داده‌ها با استفاده از تحلیل عاملی اکتشافی، تحلیل عاملی تأییدی و مدل‌سازی معادلات ساختاری مبتنی بر حداقل مربعات جزئی تحلیل شدند. تحلیل کیفی منجر به شناسایی ۲۸ مؤلفه در هفت بعد محیطی، زیرساختی، سازمانی، آموزشی، انسانی، حرفه‌ای و اجتماعی–فرهنگی شد. تحلیل عاملی اکتشافی با KMO=0.86 و آزمون بارتلت معنادار، ۶۸.۵ درصد از واریانس کل را تبیین کرد. تحلیل عاملی تأییدی، ساختار هفت‌بعدی را با بارهای عاملی 0.756 تا 0.856 و شاخص‌های برازش مطلوب تأیید کرد. در مدل PLS-SEM، همه ابعاد اثر مثبت و معناداری بر توسعه نظام آموزش فنی و حرفه‌ای داشتند. بیشترین اثر مستقیم مربوط به بعد سازمانی (β=0.441، p<0.001) و پس از آن ابعاد حرفه‌ای (β=0.387)، محیطی (β=0.362)، آموزشی (β=0.315)، انسانی (β=0.293)، زیرساختی (β=0.278) و اجتماعی–فرهنگی (β=0.254) بود. توسعه نظام آموزش فنی و حرفه‌ای در منطقه آزاد چابهار نیازمند رویکردی یکپارچه و آمایش‌محور است که در آن حکمرانی سازمانی، پیوند با بازار کار، ظرفیت‌های محیطی و زیرساختی، انعطاف آموزشی، سرمایه انسانی و زمینه اجتماعی–فرهنگی به‌صورت هم‌زمان مورد توجه قرار گیرند.
