Validation of the Service Delivery Model in the Lorestan Governorship from a Development Perspective

The objective of this study was to design and validate a development-oriented service delivery model for the Lorestan Governorate by examining value-based, individual, organizational, and social components. This research employed a mixed-method sequential exploratory design. In the qualitative phase, content analysis of documents and semi-structured interviews with experts were conducted to extract the core dimensions of the service delivery model. In the quantitative phase, a researcher-developed questionnaire—derived from qualitative findings—was administered to 226 employees of the Lorestan Governorate. Construct validity was assessed through convergent and discriminant validity, while reliability was evaluated using Cronbach’s alpha and composite reliability. Data analysis was performed using MAXQDA and PLS-SEM software. Structural equation modeling revealed that the four dimensions—value-based, organizational, social, and individual—significantly predicted public service delivery. The model demonstrated strong explanatory power with an R² of 0.836 for the service delivery construct. The value-based component exhibited the strongest direct effect, followed by organizational and social components, while the individual component showed a weaker but still significant effect. Predictive relevance (Q²) indices confirmed the model’s robustness, and validity analyses indicated satisfactory measurement properties. This study provides a validated, comprehensive, and development-oriented service delivery model for the Lorestan Governorate, integrating ethical values, organizational efficiency, individual responsibility, and social justice. The model offers a robust foundation for policy formulation, service improvement initiatives, and strengthened local governance.
