اعتباریابی الگوی خدمترسانی در استانداری لرستان از منظر توسعه

هدف این پژوهش طراحی و اعتباریابی الگوی خدمترسانی توسعهگرا در استانداری لرستان بر اساس تحلیل مؤلفههای ارزشی، فردی، سازمانی و اجتماعی است. این مطالعه با رویکرد آمیخته و بهصورت اکتشافی متوالی انجام شد. در مرحله کیفی، تحلیل محتوای اسناد و مصاحبههای نیمهساختاریافته با خبرگان بهمنظور شناسایی مؤلفهها و ابعاد الگوی خدمترسانی انجام شد. در مرحله کمی، پرسشنامه محققساخته بر اساس یافتههای کیفی طراحی و بین ۲۲۶ نفر از کارکنان استانداری لرستان توزیع شد. روایی ابزار با روشهای روایی سازه، همگرا و واگرا بررسی شد و پایایی با آلفای کرونباخ و پایایی ترکیبی تأیید گردید. تحلیل دادهها با استفاده از نرمافزارهای MAXQDA و PLS انجام گرفت. نتایج مدلیابی معادلات ساختاری نشان داد که چهار مؤلفه ارزشی–اعتقادی، سازمانی، اجتماعی و فردی بهطور معنادار خدمات عمومی را پیشبینی میکنند. مقدار R² برای متغیر خدمات عمومی برابر با 0.836 بود که نشاندهنده قدرت تبیین بسیار بالای مدل است. بیشترین اثر مستقیم مربوط به مؤلفه ارزشی–اعتقادی و پس از آن مؤلفه سازمانی و اجتماعی بود. مؤلفه فردی نیز اثر معنادار اما ضعیفتری نشان داد. شاخص Q² نیز بیانگر پیشبینیپذیری مطلوب مدل بود و نتایج روایی واگرا و همگرا نیز نشاندهنده کفایت کامل مدل اندازهگیری بود. این مطالعه الگوی جامع و معتبر خدمترسانی توسعهگرا را برای استانداری لرستان ارائه میکند که تلفیقی از ارزشهای اخلاقی، ساختارهای سازمانی کارآمد، مسئولیتپذیری فردی و عدالت اجتماعی است. این مدل میتواند مبنایی برای سیاستگذاری، طراحی برنامههای بهبود خدمات و ارتقای حکمرانی محلی قرار گیرد.
