تحلیل نظاممند خطمشیگذاری فرهنگی با رویکرد توسعه پایدار

هدف این پژوهش، تحلیل نظاممند نقش خطمشیگذاری فرهنگی در تحقق توسعه پایدار و بررسی ابعاد، چالشها و راهکارهای سیاستگذاری فرهنگی در چارچوب اهداف توسعه پایدار بود. این پژوهش با رویکرد کیفی و روش مرور نظاممند انجام شد. جامعه پژوهش شامل مقالات علمی، گزارشهای سیاستی و مطالعات معتبر منتشرشده در بازه زمانی 2020 تا 2025 در حوزه توسعه پایدار، سیاستگذاری فرهنگی، حکمرانی، آموزش و پایداری فرهنگی بود. دادهها از طریق جستجو در پایگاههای اطلاعاتی بینالمللی و داخلی شامل Scopus، Web of Science، ScienceDirect، Springer، Google Scholar، SID و Magiran گردآوری شدند. پس از غربالگری اولیه و حذف منابع نامرتبط و تکراری، 58 منبع علمی برای تحلیل نهایی انتخاب شد. تحلیل دادهها با استفاده از روش تحلیل محتوای کیفی و تحلیل مضمون انجام گرفت. نتایج نشان داد که فرهنگ بهعنوان رکن چهارم توسعه پایدار، نقش تعیینکنندهای در ارتقای انسجام اجتماعی، مشارکت شهروندی، حفاظت از محیط زیست و پایداری اقتصادی دارد. یافتهها بیانگر آن بود که سیاستگذاری فرهنگی مشارکتی و مبتنی بر هویت بومی، اثربخشی بیشتری در تحقق اهداف توسعه پایدار دارد. همچنین آموزش برای توسعه پایدار، حکمرانی فرهنگی، توسعه گردشگری پایدار، تقویت صنایع خلاق و مشارکت نهادهای مدنی از مهمترین عوامل مؤثر در تحقق پایداری فرهنگی شناخته شدند. در مقابل، تمرکزگرایی، ضعف هماهنگی نهادی، کمبود منابع مالی و تضاد میان سنت و مدرنیته از مهمترین چالشهای سیاستگذاری فرهنگی بودند. بر اساس یافتههای پژوهش، تحقق توسعه پایدار نیازمند ادغام فرهنگ در سیاستهای کلان توسعهای و حرکت به سوی مدلهای مشارکتی، میانرشتهای و بومیگرا در خطمشیگذاری فرهنگی است. فرهنگ میتواند از طریق تغییر نگرشها، تقویت سرمایه اجتماعی و افزایش مسئولیتپذیری عمومی، زمینه تحقق پایدار اهداف توسعهای را فراهم کند. بنابراین، توجه به حکمرانی فرهنگی، آموزش پایدار و مشارکت اجتماعی از الزامات اساسی توسعه پایدار محسوب میشود.
