Identifying the Factors Affecting the Empowerment of School Principals in Crisis Conditions

Abstract

This study aimed to identify and explain the factors affecting the empowerment of school principals under crisis conditions and to develop a multidimensional framework aligned with the requirements of crisis management in educational settings. This applied study employed a qualitative, exploratory design based on thematic analysis. Participants were 15 educational administrators, school principals, and founders or chief executives of educational institutions selected through criterion-based purposive sampling. Sampling and interviewing continued until theoretical saturation was achieved. Data were collected through individual semi-structured interviews lasting 30–65 minutes and analyzed according to Braun and Clarke’s six-phase thematic analysis procedure. Credibility and trustworthiness were enhanced through participant checking, peer and expert review, systematic documentation of the analytical process, and preservation of raw data and coding records. Test–retest coding agreement was 85%, while inter-coder agreement was 78%. The thematic analysis yielded five overarching themes: challenges and barriers to empowerment, key managerial competencies, effective support and training, empowerment outcomes, and characteristics of a desirable empowerment model. Barriers involved organizational and structural constraints as well as psychological and human challenges. Key competencies encompassed self-efficacy, decision-making, pressure management, flexibility, planning, leadership, communication, resource management, and technological competence. Practical, managerial, legal, technological, and psychological training and support emerged as essential empowerment mechanisms. Empowerment was associated with improved individual and organizational performance, stronger coordination, more efficient resource utilization, enhanced psychological well-being, adaptability, and organizational sustainability. The desirable model was characterized by continuous learning, flexibility, transparency, participation, technological support, and systematic feedback and performance monitoring. Empowering school principals during crises is a dynamic and multidimensional process rather than a linear or exclusively skill-based intervention. Effective empowerment requires simultaneous reduction of structural and psychological barriers, development of individual and professional competencies, provision of specialized and psychosocial support, and establishment of continuous learning and feedback mechanisms. Accordingly, crisis-oriented empowerment should be systematically integrated into principal selection, training, professional development, and evaluation systems.
