Abstract

This study aimed to explain the dimensions and components influencing strategic thinking capability and effective organizational management in the eight municipal districts of the Ahvaz Municipality. The present research was qualitative in nature, and its statistical population consisted of 20 mayors, deputies, and urban management experts who were selected through purposive sampling. Data were collected using semi-structured interviews and analyzed through thematic content analysis. The findings revealed that the optimal model consists of five key dimensions: managerial personal and leadership competencies (including components such as specialized knowledge and strategic thinking), organizational processes and structures (such as strategic planning and performance evaluation systems), resources and facilities (including financial management and human resources), organizational culture and communications (such as transparency and service orientation), and finally, the macro-environment and urban governance (including regulations and citizen participation). These dimensions interact dynamically to form an integrated system, where neglecting any of them could harm overall performance. The results of this study can provide a scientific framework for assessing, training, and improving managerial capabilities within the municipal structures of Iranian metropolises.
