Designing a Tacit Knowledge Storage Model for Retired Employees of the Ministry of Energy through the Development of Knowledge Management with a Strategic Approach

Abstract

This study aimed to design and validate a strategic model for preserving the tacit knowledge of retired employees of the Ministry of Energy through knowledge management development and the prevention of organizational knowledge loss. This applied-developmental study employed a sequential exploratory mixed-methods design. In the qualitative phase, data were collected through 15 semi-structured interviews with experts, experienced employees, and retirees of the Ministry of Energy selected purposively; theoretical saturation emerged by the twelfth interview, while interviews continued through the fifteenth participant for confirmation. The data were analyzed using thematic analysis. In the quantitative phase, the statistical population consisted of 320 managers and employees with at least 10 years of service. Of 200 researcher-developed questionnaires distributed, 176 usable questionnaires were returned. The measurement model was evaluated for reliability and validity, and the structural model was analyzed using partial least squares structural equation modeling in SmartPLS. Inferential analysis demonstrated satisfactory reliability and validity of the measurement model. Cronbach’s alpha and composite reliability coefficients were within acceptable ranges, and all average variance extracted values exceeded 0.50. Discriminant validity was also confirmed using the Fornell–Larcker criterion. All item factor loadings exceeded 0.50, and their t-statistics were greater than 1.96, indicating statistically significant measurement indicators. The highest factor loading was 0.939 and belonged to an indicator of the “nature and characteristics of tacit knowledge” construct. Bootstrap analysis further indicated that all structural relationships specified in the model were statistically significant, with t-values exceeding the critical value of 1.96. The proposed model demonstrated adequate empirical validity for organizing and explaining the storage of retirees’ tacit knowledge in the Ministry of Energy. Effective preservation of this knowledge requires the coordinated integration of a strategic knowledge-storage framework, supportive organizational contexts, recognition of tacit knowledge characteristics, identification of storable knowledge, systematic storage processes, and diversified knowledge-capturing mechanisms. Implementing this model can strengthen organizational memory, reduce the loss of accumulated expertise, prevent the recurrence of past errors, and improve the quality and continuity of strategic decision-making.
